«The Tounfite Humanitarian Operation 2007 »

The Tounfite humanitarian operation to aid layers of the population in difficult situations, particularly mothers and their kids, has covered villages in rural communes such as: Anemzi, Agoudim, Sidi Yahya ou Youssef and Tounfite.
Realized by Mohammed V Foundation for Solidarity, such operation is the first of its kind in the country, given its scope, nature and content which is characterized by the conversion of an array of actions germane to schooling aid, food supply, medical aid and sustainable development.
Denominated the Tounfite humanitarian operation 2007, the Foundation’s action is a new initiative to crown a long, rich experience across a number of development and humanitarian programmes. Such operation, whose cost has been estimated at 23 million MAD and has benefited about 24.000 people, have been carried out in three phases:
A humanitarian emergency phase, called for in September 2007, and encompassing a whole range of services in favor of the same layers of population, all while acting in specific time and space to have a wider impact on beneficiaries. The objective of such phase was:
-   To provide local populations access to basic medical services (checkups, diagnosis, and treatment), and particularly medical follow-up of pregnant women and young children (cost: 6.5 million MAD)
-    To provide 3.600 families with basic food supply in sufficient quantities, as well as blankets to help them spend the periods of autumn and winter without difficulties. Furthermore, 5.000 children have benefited from clothing and cold weather shoes; (cost: 3.8 million MAD)
-    To provide 2730 children in schools with school bags, books and material; (cost: 800.000)
-   To treat drinking water using chlorine in tanks, as well as control water collection points in collaboration with the Ministry of Health.
As for healthcare, and within the framework of its proximity to beneficiaries, Mohammed V Foundation for Solidarity have embarked on necessary arrangements in some already existing buildings which are not used, as well as reinforcement of health centers managed by the Ministry of Health. Such centers have been provided with necessary medicines, equipped in partnership with Cooper Maroc, given 7 off-road vehicles, 5 among which have been put at the Foundation’s disposal by partner public institutions (National Office of Electricity, National Office of Drinking Water, Cherifian Phosphates Office and the National Office of Hydrocarbon and Mines). In addition, the health center building in Tounfite has been reinforced by a mobile unit with an ethnographer.
The human resources mobilized for such cause are represented in a permanent group designated by the Foundation, among whom are 2 General Practitioners and 2 project managers, working in two branches: one in Khenifra and the other in Tounfite. As for the stand-in groups, the Foundation designates 20 General Practitioners, 10 nurses and midwives, 11 drivers, who work by rotation of a 15-day-period for different areas of the operation.
The population rehabilitation phase, launched in November 2007, has concerned:

  • The realization of medical caravans devoted to community healthcare based upon prevention (vaccination, awareness and checkups), bracing of 54 people with mobility problems, in partnership with Mohammed VI National Center for People with Special Needs.
  • The promotion of awareness of civil society through organizing days of information and coaching of association actors as to project setup;
  • The improvement of access to drinking water by canalizing and distributing water, building water towers and fountains, as well as constant control of the quality of water, in partnership with ONEP.

The third phase, related to the execution of a sustainable development plan, has been devoted to a programme to improve the living conditions of the population, at a cost of: 13 million MAD.
Such phase, carried out in partnership with local associations, the Ministry of Agriculture, the State Secretariat in charge of Craft Industry and National Mutual Aid, involves socio-sanitary projects, activities generating income, vocational training, technical support to association, functional literacy. It has been particularly about:

  • Building 4 centers of education and development in the areas of Tounfite, Zaouia, Taaraate and Anfgou to serve children, youngsters and women; Cost: 5.7 million MAD.
  • Enhancing the capacity of association actors
  • Literacy and awareness programmes
  • Improving local products (crafts and agricultural products)
  • Training community organizers
  • Training project holders
  • Creating and equipping learning workshops in the domains of weaving, carpentry, agricultural mechanics, breeding techniques and tourism.
  • Distributing 6.685 goats and sheep among 1337 families (30% of the population) across 4 communes: Anemzi, Agoudim, Sidi Yahya Ou Youssef and Tounfite, together with supervising beneficiaries; Cost: 5.083 million MAD.
  • Enhancing arboriculture in the region of Tounfite, by planting 5000 apple trees for farmers, setting up warehouse units, as well as technically supervising beneficiaries; Cost: 125.000 MAD.
  • Enhancing the improvement of accommodation structures and conditions for mountain tourists by renovating, equipping and training managers of 10 tourist lodgings in the areas of: Ait Lahsaine, Assaka, Tighedouine, Agoudim (2), Tagoudite, Anfgou, Anemzi, Oguide and Tabouazamte; Cost: 500.000 MAD.
  • Introducing improved ovens in 4 communes, benefiting 1114 households, representing 25% of the population, which is likely to decrease by 50% the consumption of wood as well as protect forests. This would further reduce the working time of women, who could use it in literacy and training courses at the centers of training and sustainable development; Cost: 77.980 MAD.
  • Introducing collective bread ovens. One oven per commune to be built, which would considerably decrease wood consumption, estimated at 40 to 50 kilograms per family a day, contributing to the protection of the environment; Cost: 200.000 MAD.
  • Enhancing competencies of local associations through a training programme, which will benefit 450 association actors; Cost: 1 million MAD.
